Shall I delete the older Arlo 2 hub then add the new hub through the Arlo app

That will work.
Though personally I'd leave the old hub running, and add the new base. Then remove cameras from the old base, add them to the new one. Deleted the old hub when no more cameras are paired to it.
Note you could use both bases (sometimes that is a useful way to get a bit more range).

As mentioned, also you can possibly use the base if 4000 model as a siren by adding it to your modes.
