Is it necessary to have an Arlo Smart subscription to have this camera record videos?
If not, would my VMB4000r3 Arlo base support local USB recording in lieu of having a Smart subscription? Searching in the Arlo Community gives conflicting information.

Yes. Arlo Pro 3 requires an Arlo Smart subscription to save recordings to the cloud. Local storage backup can be enabled on your VMB4000 allowing content to be saved to an attached storage device. For more information, take a look here:
