Pro 3 Floodlight won't connect to VMB4540 or wiFi

Floodlight FB1001-100NAS won't connect direct to wi-fi (same 2.4ghz network as iPhone) or to SmartHub. Tried all troubleshooting and Arlo support is useless. Tried Factory reset, Sync button doesn't do anything, can't scan QR code. Camera was working before changing wi-Fi router. Is supposed to be compatible w/ SmartHub but never got it to connect previously, but was working fine connected direct to wi-fi, but now it won't connect at all. Distance is not issue, as I am in the same room as router. Not sure what else to try or how to get any help.

When resetting, did you follow these directions?

Resetting also requires removing the camera from the account first so be sure to do that.
