I am powering my Arlo Pro 3 with a power cord. If that is the case, should I remove the battery? Will the battery degrade faster if it is constantly connected to an outdoor power adapter?

Your choice, either way as it will not hurt the battery if left in...there is a circuit to prevent overcharge and/or damage
