No setup chime and unable to factory reset.

Trying to setup my Arlo Pro 3 flood light.  It's fully charged.  I follow the instructions on trying to activate the flood light.  I setup my network including putting my password in.  Placing battery in the camera and let the blue led light to the side of the camera flashes blue for about a second every 5 seconds.  The QR code comes up on my iPhone and placing it in front of camera there is no chime.  I have tried the same procedure from an iPad.  No chime either.  Tried to do a factory reset of the camera and the small black button under camera for 15 seconds and there is no change to the blue led flash directly to the side of the camera lens.  Both iPhone and iPad are in light mode with screen brightness turned all the way up.  Unknow firmware and OS.  Enviromint is inside.

Can you try onboarding via a web browser?

Tried with a web browser and still no chime after pointing at the QR code.  Instructions tell me to hold the button on the underside of the camera for 15secs.  Nothing happens.  Still not able to do a factory rest even after holding the button for 15 or more secs.   No amber light appears.  Only the blue light to the right of the camera lens flashes every 5 seconds for about a second.  I think I just need to do a factory reset but I am not able to do that.
