Arlo Pro 3 Closed Wifi Network

Does I can still use the Arlo app with a wifi router not connected to internet.

Details: I have the hub wired connected to a router, but the router lost internet connection, if I connected my smartphone to that router, could Arlo app works? (wired systems with iVMS-4500 app worked that way, the app worked within the same wifi network but obviously not over internet if router where hub is wired lost connection to internet).

The app needs an internet connection.  Even if you are using local streaming or local storage, the login is authenticated by the cloud, and all the settings are managed through the cloud.
