Arlo Pro 3 camera won’t power on with a new full charged battery?
This camera had issues right before with recording video back to back to back… etc. so I think it had a camera malfunction.

Is it less than 12 months old (that is, still under warranty)?

It is over the 12 month warranty.
I’ve also tried resetting it and it seemed like it tried to reset with the amber light flashing. However now it won’t do anything when I try resetting it.

Have you tried swapping the battery with another camera? Or perhaps try connecting power, and see if it behaves differently.
