Arlo App, Pro 3 cannot view usb library on partners phone

I am able to view the USB library on my phone but my partner cannot view on his phone.

He was able to until the subscription ended. Do I need the subscription for him to view the USB in his app at home??
I've removed and re-added him and granted access twice.

"Friend" accounts have never been able to view the USB recordings - only the cloud recordings. 

 

And you don't have cloud recordings with a Pro 3, unless you have a subscription.
