The floodlight lights do not stay on for 120 seconds per the settings. I tried changing the settings back and forth but it did not fix it. It only stays on for about 15 seconds.

It does sound like a bug.
Try setting the recording length to 120 seconds, and see if that resolves it.

I stood out there waving my arms for longer than 2 minutes and the light still went off after about 15 seconds.

Still I suggest setting the recording time to 2 minutes and see if that changes the behavior.

My Arlo Pro 3 Floodlight settings looks a little different than yours, but I presume the "Recording Length" setting controls how long the video recording and floodlight stay on for *motion-triggered events*. So video recording and the light will stay on as long as the motion activity remains and then shutoff, unless you set it to a fixed duration (like 120 sec, which is what I have my floodlight set to). In my experience the "Record util activity stops" option often doesn't maintain itself as long as it should, another reason why I prefer fixed length recording length.
I think the light duration setting controls how long the floodlight stays on when you *manually* turn on the floodlight from the app.

@UK_Wildcats - it's been quite a while since I was using the "Library" interface, but that is my recollection also.
