2nd Base station not found

Location Trinidad and Tobagoalready have 1 base station with 5 cameras and free weekly cloud recording.
Cannot purchase plan as it is not offered for the Caribbean
Attached etherner and power cables to a tp link and base station and unable to discover 2nd base station to set up new camera.
On Arlo support 2 hours and they are telling me that I cannot as I would have to use a flash drive.
Base station seems to be connected but still not visible. I read something about frequency channels might disturb?
Whcan guide me through the set up please? Would appreciate it as It is already 2 months since base station purchase and may not be refundable.
Can i open a second arlo account and give friend view?
Can I use a flash drive to do local storage? Not preferable as it takes time and not sure if anyone can help.

Can you give us the model of the 2nd base station?  Also the status shown on its LED(s).
