vmb4000-arlo pro2 cameras can't discover base station

os/environment: iphone and pc connected wifi or ethernet
The system was purchased(by my sister) new from bestbuy about 7 years ago. Unfortunately was not able to attempt to install it til now, due to illness. When I try now, the app tells me that the base station could not be discovered.
I had opened a ticket with support #44625754. they said the network (my sister's home) was too slow. I moved the system to my network 100+meg and checked all of the following.
The leds are green-green(occasional flicker)-amber
Plugged the ethernet cable directly into the router and can see the mac and ip address in the router table
Did the factory reset several times
Tried a different cable and port
Used an iphone with app and also a pc using my.arlo.com. Can ping it from my pc
Even added ports 80, 443, and 123 in the router firewall (even though this should not be necessary)
From what I've been reading, the firmware may be too old, but it can't be updated until it is discovered. Is there anything that can be done ? I would appreciate any help, as I hate to have to junk it.

From the description of the led status it suggests that the base is ready to be claimed by an account. (Solid amber camera led)
This issue of importing failure of the 4000 Base has become a common complaint so don’t expect anything from arlo for some time.
It begs the question if arlo has implemented the EOL policy on the base model since it was originally bundled with the pro/2 Cameras now EOL.
Just make sure that the app you use has connections to the local router that the base is connected to. I.e. mobile using local wifi or pc connection is using Ethernet cable.
