how to determine if i have a bad battery, without charger connected the charging lightening bolt icon is indicating battery is charging, when it is not plugged-in?

When a battery gets a full charge and drains rather quickly they are usu near the end of life ( compared to normal drain ).
Most have about 200-300 charges if not more , tho one cell in the pack may go bad taking all down.
The fact you have a lighting bolt appearing without the charger plug in would mean to me more of a base issue ( reporting the status of battery ).... not the battery itself
You can swap the battery around after marking it to see if the issue follows the battery.
You can try and remove the camera and bring back
You can try a power reset... turn base off then on
