battery drain when camera is "off"

One of the Pro 2's on a solar panel hasn't been able to fully charge in the last week or so in sunny 50-68 degree weather.  This is a new problem, the camera battery previously always fully charged when above 32 degrees and sunshine.  I turned the camera "off" to assist with recharge and found that the battery is draining in the "off" setting.  Was a bug released in that last update that causes the camera to still detect motion and drain battery in "off" mode?

When you turn off the camera using the switch in the camera settings it does not stop the camera using power from the battery. When off the camera still communicates with the base wifi so you can turn it back on.
To prevent the battery from discharging you need to remove the battery.
Is it possible that you’re base station wifi signal has changed causing the camera to draw more power from the battery?

Thanks for the reply, that all makes sense that there would be a minor drain on the battery while in "off" mode, but something had recently changed where the battery on that camera could not recharge as it typically does.  Nothing changed with the base station wifi signal, all other cameras on that station demonstrated no issues.  As of the last few days, it appears operation has returned to normal as the battery is back within normal ranges (90 - 100%).  Will chalk it up as an outlier from normal course.
