The compressed video bitstream is corrupted (so it can't be correctly decoded).
Often this is a result of a signal quality issue - low signal strength and/or wifi interference.

Our cameras are doing the same thing. They were fine - and then about 3 weeks ago starting glitching like this. We cannot figure out the problem and Arlo Support has been no help as they just said we would need to replace the camera and its barely a year old, but JUST outside the warranty.

Cameras are wireless re-chargeable, battery powered (not hard-wired). The glitch shows both when live viewing and recording.

Have you tried resetting cameras, base station and your router modem?

This is hard to diagnose, as a failure in the camera hardware or base station can cause this, as can wifi interference, low signal strength, or issues with your internet service.
Are all your cameras doing this, or just some?
If only some, then try swapping the cameras and see if the problem moves with the camera or stays with the location.
You can also try moving one of the cameras closer to the base (still at least 6 feet away), and see if the symptom continues.
