Unable to set up second phone. I'm the primary owner and tried to connect her cell to Arlo.

My wife tried to connect her cell to Arlo but she can't. I am the primary owner even she use my e-mail and password, she still not able to set it up.

That's because it's already set up - you can't do it twice. Use Settings, Grant Access to her email address and follow the directions carefully.
