Trouble linking new cameras to second base station

I started out with a three set arlo pro with base station model VMB4000 and added four additional pro two cameras along with base station VMB3500r4 with a wifi extender hot spot. At first everything worked well but when I tried to disconnect the cameras and move them to a different base station I couldn't sync any of them to the VMB3500. So now I'm stuck with five synced to the 4000 and two to the 3500.  I've rebooted both base stations several times and it still wont work. I'm thinking about returning the 3500 as it's only eligible for a few more days.

Any assistance would be greatly appreciated. thank you.

By "disconnected" I hope you mean removed them from Settings, My Devices on the original base before trying to add them to the new one.
