Has this happened to anyone? I thought these solar panels were weatherproof.

Water resistant is more like it. Dropping the panel into a bucket of water likely isn't in the specs.

 

Manufacturing defects happen. This looks like the seal wasn't properly installed. Use the Contact Support link at the bottom here to start the replacement process.
