Samsung Galaxy J3 cannot locate Base Station but Samsung S8 can

I have a samsung galaxy j3 emerge smartphone that is almost 2 years old.  I downloaded the lastest version of the arlo app and can not locate a device.  Could it be that my phone is too old?  My wife has a samsung s8 and had no problems.

Was the phone on the same network as the base??

Also if the base was claimed by the wifes phone , it was already done and should be shared; Grant Access
