The temperature here was 20F last night. One of my outside Pro2 cameras with battery, and plugged in to electric, had a message "battery too cold to charge". Should I remove the battery in cold weather, and just plug into electric. for winter?

No joke. Li-ion batteries can't be charged safely below freezing. That's a standard message. While you can remove the battery and just run off AC power, you'd lose the camera during a power outage (of course, you'd need to have your modem, router and base connected to a UPS so your network remains up). The battery won't discharge in the cold since the camera uses AC power first so leaving it in causes no harm.
