One of my Arlo Pro2 cameras stopped recording. I can watch live but no recording.

I've had this set since 2020, four cameras. All worked fine. Then I moved so I had to dismantle the set up and at my new location set everything up. Three cameras work as they supposed to but the fourth one will not record. I can connect and watch live and when i do motion detection test, it detects motion but will not record. I went into the rules and they are set to record when motion is detected for all four cameras but still this one is not recording.

Try deleting the rule and set it back up again. Might also be worth rebooting your base and reinserting the camera battery.

A brute force method would be to remove all devices from your account and start fresh, as if new. If still no good, it has to be a faulty camera.
