The VMB3500 base station for my Arlo Pro 2 cameras has died. What is a suitable replacement that is not going to force me into a subscription service?

The 7-day cloud storage is tied to your Pro 2 cameras, not the base.
All the bases are compatible, and none will require you to get a subscription for your existing cameras. But when/if you replace the cameras (or add a new model), you will need a subscription for cloud storage.
Probably the best current base station for you is the VMB4540 smarthub. Note that none of the newer hubs have a built-in siren, so if that feature is important to you, then you should look for a VMB4000 (likely you will need to purchase this used).
