With a new Iphone cannot log in with 2 step verification. The text message never comes thru although my phone number didn't change, and the alternate of using email times out before the emails actually come thru. Help!

Have you added the new phone to trusted device in the 2FA setting? It detects the device not the phone number alone. You may need to remove the old phone as trusted device. Once trusted you shouldn't need to approve it again unless you need a push for a PC approval

Thinking of the issue with 2FA, if you have a new phone and unable to 2FA since the old phone is still the primary device and you can’t use the web portal as the browser has no authority.
When you login with the new phone and require 2FA, will it show up in the trust devices list since you can’t login with the browser?
