If I put a 10 lumen dusk to dawn light next to my camera on the gutter will it help with the distance the camera can video in the dark?

May help, external lighting usu does.
But, the bigger issue is the camera is only going to detect people at a max of 25 ft anyway
You may also look into ir lighting ( 850 nm ) floodlights which can help

10 lumen would seem to be a problem in the first place. I'd think at least 100 lumen or larger (or the IR spotlight).
