So I have a paranoid partner that insists on deleting me out of the Arlo and setting it up again with his name and give me guest access to my Arlo system. I have 5 Arlo 2 cameras. Then he will ramdomly lock me out. I’m sure something shady is going on, he also placed the base station up on the catwalk in the house we share. To make it hard for me to reset and restore my accesss, “he claims it so we get better wifi range and the alarm sounds louder up there.. anyways. Does anyone have any suggestions on how i can regain access and prevent him from simply doing a hard reset and locking me out again?

Nope, physical access means all bets are off. However, only one person can claim the base. If it's set up in your account but don't remove it from that account, he can't claim it in his account. Same thing if it's in his account and you're trying to claim it.
