Getting double notifications on Android after uninstall/reinstalling

My notifications just plain stop working, randomly. When I uninstall/reinstall I get double notifications. Retarded!

Version r3, firmware 1.12.0.1_27940 , Windows 10 , Chrome browser.

Yesterday I recieved a message from Google which stated that today April 11th Arlo notifications would be suspended for a period of time.  That may be what happened to you.
