I had this issue with my pro2 camera flashing blue and orange. I tried all the solutions offered, and of course there is was nothing I could really do. But I had very small screw driver kit that requires 'Torx and Phillips' and I pulled it apart. I should make a youtube video. After pulling it apart I found my camera still had some water in it... (even though it had not been outside in days) It must have been sealed in side. Then while it was still pulled apart I put the battery in it, then it only flashed 'Blue'! Yeah. I think it is ready to work again. I have another broken camera, I may try this kind of repair too. This arl-Pro2 cameras are usually way out of their warrenties anyway... and I'm buying them on ebay at this point. So there is no reason we are not ripping their insides apart to make repairs.
Note: The other camera I speak of... sorta works, but no longer responds to motion. Meaning I can turn it on, but doesn't bother to respond, when an animal or person walks by it.

FWIW, that means a firmware update was in progress.

If I understand correctly, no 'Firmware' update has occurred for the Pro-2 in a long time. None of my other cameras have gone through any firmware update. Or have any firmware update available.
Edit: Just looked it up: Last firmware available September 21, 2021. Yeah, I think it was already updated.

Yes, the last was September 2021.
I agree it is odd behavior

Some have said the blinking happens for a hardware issue, not just firmware.

There's no way to tell for sure, since Arlo hasn't provided any more info.
That said, damaged flash could potentially result in the camera trying to download firmware again.

Well, it appears to be hosed. (i thought after putting together it was ready to connect.. but no) I could not get it to reconnect, and have tried multiple 25second resets. It blinks blue in sets of 10 or so and the base-station never finds it. I have two bad cameras. I wonder if I can cobble-together a good one. One connects, but has no ability to detect motion...

I was able to cobble-together a working camera from the parts of the two broken ones. After pulling apart with my tools inside there is 3-detachable 'Board' pieces. I mix-and-matched between the 2-cameras and was able to create a franken-camera that actually works and responds to motion.
I put together the rest of the pieces, and the other camera unfortunately does the 'Orange and Blue' light. And even if it did work, it probably wouldn't respond to motion... because the remaining camera probably has both bad boards parts now. I'll keep it for spare parts. I tried letting it run all night with the orange and blue, but that did nothing. I might try letting chill on the shelf for a long time too, and try it again some-day. But having it for spare parts might be it's only purpose.
