Does the Solar Charger count/act as a substitute for being plugged in to indoor AC power? What options does it give me if it does?

The solar panels simply charge the battery. They are not a substitute for AC power in that they can't supply enough power to run the camera.

Just to expand on what @jguerdat said, the solar panel will trickle charge the battery and thereby allow the cameras to run without charging the batteries. However the panels do not supply enough power to support the continuous recording feature or motion zones. So, no new features are enabled, but you shouldn't need to charge the batteries.
