I have 2 Arlo Pro 2. At night, one is color, the other is infrared. How can I make them both color?

You can select night vision off in each camera setting to stop the night LEDs from operating. This will result in a black picture for night operation though.
The cameras will need a higher ambient light level to trigger the colour mode in the cameras, this is not an adjustable setting unfortunately so you will need some flood lights to force them to colour.

Yeah, so essentially what is happening is that one of your cameras doesn't go into the night mode because there is enough light for it to act as if it was daytime.
