It failed to connect to both of my computer and apple iphone.  Both machine cannot discover the Arlo base.  I tried to reboot my router and then the base but my computer still failed to discover the base.

Could you clarify about what you mean that your computer cannot connect to the arlo II base? Are you saying that you're unable to install the Base Station or camera to your Arlo account?

What are the LEDs on the base showing? The power and Internet LEDs should be green and the Camera LED should be off or solid amber.

The power light is green.

The internet light is green and blinking.

The camera light is amber since no camera has been synch with the base.

No, the Camera LED is solid amber since the base needs to be claimed. Hold the base reset button until the LEDs flash amber. Let the base reboot. Use the Add Device selection on the Devices tab to claim the base. Sync the cameras. Update firmware as you go if prompted.
