Can't connect more than 4 cameras. 5th camera can't be activated.

I bought the Arlo Pro 2 system in 2018 and it came with the bug and with 6 cameras. I thought that I was able to connect up to 5 cameras without a subscription. I currently only  have 4 running (with no subscription) and wanted to install a 5th one outside. But it wont let me activate the 5th. I dont upload any video to the cloud and if I do its never for more than 4 cameras.

It should allow 5 cameras for free on the older models ( arlo hd, pro, pro2, Q )
