Yes. This is called a cloud activity zone. When any motion is triggered (in or out of the zone), the video is streamed to the cloud. If motion is in the activity zone, notifications are sent and the video is stored. Otherwise it is ignored.
It requires a subscription for the camera.
It won't reduce bandwidth use or improve battery life (hopefully clear why, with the explanation above).
