Hi All.
I have 3 arlo pro 2 cameras connected to the base station. Everything works perfect.
Out internet goes down alot and sometines when we lying on bed we would like to view our cameras but we cant as the net is down. Is there a way to view the cameras locally with out internet? Our recordings are not on the cloud but on the usb drive connected to the base station.

You reference two different things - viewing the cameras as well as having local recordings. For the former, you must have Internet access - there's no direct connection available. For the latter, I haven't tried disconnecting the Internet to view local recordings so can't comment but since the system is cloud-based I wouldn't be surprised that the Internet connection is still needed.
Sounds to me like you might be best served by buying a router that also supports a 3G/4G cell connection as a backup for your Internet connection.
