Camera detecting the slightest motion with Motion detection turned way down (even to 1)

I have tried turning my camera motion detection all the way down to 1 but it will still detect and send an alert for the smallest things in the very corner of camera's vision.  Theyre placed outside at my office.  There is traffic around and lots of moving vehicles but its very odd how sometimes it will send a motion alert for something that hits 5% of the very corner of the video that is roughly 100' away.....  Any advice, overall not impressed with the system.  I've spent hours trying to fine tune it with next to no luck.  Thinking about trading it all in and going with someone else.

Just to make sure...you are adjusting the sense level in the MODE you arm with and NOT the SETTINGS ( which is for testing )

If you are, then angle the camera down abit as the PIR is only really good to 25ft for people
