Is it better to hard wire my arlo pro 2 cameras for colder temperatures?Presently I have them on solar panels.

If you have the option, I would think so.
This is because below 32f, the solar panel will not charge the battery pack ( bad for li-ion to be charged below freezing ). The cam will say the battery must be warmed up. If the camera is ac powered then the camera will continue to function down to -4f .
