The amber Internet LED means the base is connected to the router and has an IP address (you can check that in the router settings). However, something is blocking access to arlo.com which is usually a router security setting. Ports 80, 123 and 443 to arlo.com must be open for the system to work. Do you own the router? If so, log into it and review any settings that may be blocking access. Default settings should work but I have no experience with 4G hotspots/routers.
