I lost my gen arlo pro camera, is it possible for someone else to set it up for themselves?

If you've not removed it from your account, then no. I have no idea what happens once a product is lost/stolen and then removed from the account, i.e. whether Arlo permanently  deactivates a device upon a user's request.
