Arlo pro 2- cant get motion past 50%

I can not seem to get the motion detection past 50% I've tried everything! I have 1 other person who I granted access too, could that be it ???

Edit your modes and rules. The Motion Detection Test is just - a test to get you a number to put into your modes and rules.
