Arlo pro 2 - 3 sec look back activated by plugging in Solar Panel?

If I have a Arlo Solar Panel connected to the Arlo pro 2 As my power source, will this give me access to the 3 second look back feature and all other additional perks?

The Solar Panel is great for keeping the battery topped-off, but it is unable to provide enough Watts/Power to allow for the 3-Second look-back or CVR Recording options.
