The Arlo app will not find the base station.  I have done all the online troubleshooting. I have unplugged replugged, and factory reset. The base is connecting to my wifi according to the blue light but the app just spins and does not find it.

Just confirming that you performed the factory reset correctly.

if so the base LED should be showing flashing blue saying that no cameras have been paired.

Try using a pc browser connected to the local network to access the arlo web portal and reinstall.

Are you using a VPN? If so disable it for setup purposes.

I tried to use a computer to add the base but the computer said not found try again. Then I did the factory reset again per your link. The base light was blue, I pressed and held the reset button for about 10 seconds until the light started flashing amber. The light never quit flashing amber. I left it for 45 minutes. I unplugged it, plugged it back in, the light turns blue then starts flashing amber and stays that way.

If you don't know about it, then you almost certainly aren't running one.

Do you have any other ideas that might help get the app to find the base station?

Try taking it to a friend's house to see if it can be found there. If not, can you swap at the store?
