- After removing from the Arlo App, unable to get the base station connected.
- Tried factory reset multiple times.
- Power Led (1st) stays amber, other 2 are off
- the 3rd led briefly comes on for about 5 seconds
- and then all 3 flash green for 1 second
- And goes back to amber, off, off state and above keeps repeating

I'd not bother measuring voltage. Not everyone has a voltmeter anyway.
What you describe has been mentioned on the forum recently. I suggest you look for a recent topic concerning VMB4500 or 4540 with the power led being amber, regardless of resets and power cycles.

The Power LED being amber is a problem. Use a voltmeter to measure the voltage from the power supply which should be 12 volts DC. If that's ok, the base is likely faulty.

Not using all troubleshooting measures leads to guessing. A voltmeter can be borrowed or purchased inexpensively.
Until the power LED is green ain't nothing gonna work.
