Hi
Before I buy the Arlo Pro 2 system I would like to know if I am able to plug my base station into a switch, then place the cameras about 400ft away using wifi extender that is wired into the switch?

No. The cameras use only a dedicated WiFi connection with the base which can't be extended. You would need to position the base nearer the cameras, perhaps using a WiFi extender. While the spec says up to 300 feet between cameras and base, real life suggests less than 100 feet is a much more likely scenario with much shorter distances being possible due to signal interference and blockage.
