Arlo Pro 2 blinking blue

Camera appears to synch, blinking blue but not showing up on my devices screen where the base is shown.  Camera not recording.

Pop the battery out for a few seconds to get the camera back to a known state. Reboot your base. Try this procedure to sync the camera:

 

Briefly press the sync button on the base (don't hold it) and then the sync button on the camera. The app is not needed.
