After the recent issue with the VMB4000, two of my three H11 Cameras will not connect to the base station. In the Android app, the camera will show a still of the last video it recorded, but when play is pressed, the camera tries connecting but spins. Eventually, it gives an error message, "Your Arlo device appears offline. Please make sure it's powered on and connected to the Internet." I've removed both and successfully added back one, but it still won't connect. I noticed that the battery is draining quickly on the one that still works, and I wonder if it's a battery issue? Any ideas?

Draining quickly generally means a poor connection between the base and camera. Bring the camera closer to the base for testing. If the battery drain and connection issue goes away it's something about the distance and/or location of the camera.
