Pro 2 4K arlo cameras are on but will not record or detect activity

one of the cameras is on a monthly paid subscription

Use your subscription to contact arlo customer support, in your mobile arlo app select settings then support then your device for entitled options.

Do you mean an Ultra or an Ultra 2???  The Pro 2 is 1080p, not 4K.
