I had removed My Arlo 2 camera to recharge it. When I went to reconnect it to the wifi, it displayed the message, "The privacy settings do not allow streaming."
I had not changed any privacy settings; in fact, I couldn't even find such settings for streaming. 
I have 3 other cameras operating, but their streaming goes perfectly.
At this point, any advice would be helpful.

Problem solved! I removed the camera from its physical position, then deleted the camera setting from the software, Next, I briefly removed the battery from the camera. When I returned the battery, then pressed the button on the Hub, all of a sudden, the camera was streaming live again!

I was going to mention this thread might have been the answer but sounds like a camera reset by pulling the battery was your fix.

I myself have had to do the battery reset post battery replacement to get motion detection to function correctly. Could be related.
