If I buy two sets (base + 3 cameras) can I just use base station and 1 camera at one location and use the other remaining cameras with the other remaining base station? In other words are they "TIED" to the station or can they be used with a base station from the one they were purchased with.

Yes, you can use the cameras with any compatible base station.
You can remove cameras that you don’t want from the base-station by using the app. You can then add them to your other base-station by again using the app.
It is very easy, so yes you can do what you are looking for.
