Do you mean that you want to pile up a stack of notifications and then send them all at once? Or do you want to tell the system to turn off notifications at certain times of the day?

I doubt if the first would work – Arlo likes to send alerts when they happen, which seems to be the whole point of them –  but the second seems to be possible.

Try creating a separate Mode.

Call it something like Notifications.

Add a bunch of rules that end with the sort of  notification you need.

Then create a schedule that uses that mode when you want to have alerts.

For times when you don't want to have notifications, edit rules that are not in the Notifications mode and use that during periods when you don't want notifications.

If it is the first idea, then add that as a feature request, if it isn't there already.
