Arlo cameras are designed to detect motion when triggered. This means the camera is in a sleep state to preserve battery life until something triggers the cameras PIR sensor, telling it to wake up and start recording.
When the camera is "Armed", this means it will remain asleep until it is triggered. It's always ready to detect, but only records when something moves within it's PIR range.
If you're referring to the schedule feature, take a look here for more information: https://kb.arlo.com/4900/How-can-I-set-a-schedule-for-my-camera-in-my-Arlo-account
