Unable to setup Security System

Just got a complete new system and tried to set it up.  When setting up the Security System keypad, it asks me to join Wi-Fi network Arlo_4828, and when I hit ok, it tries for awhile and then tells me it is unable to connect and to verify the app has local network access in the settings, which it does.  Tried resetting the device, the app, and the router and still get the same response.  Please help! That is likely an issue with the phone or phone settings. The phone needs to connect to the temporary WiFi from the hub to be able to pass the credentials for your home WiFi. Make sure that something like a setting in the WiFi settings for the phone allows you to connect to unknown/unsafe WiFi networks. Once set up, change it back.

There are no settings restricting this.  It has access to the local network, and I even reset my network settings and nothing has helped.

What phone and OS? The settings may be specific to those.
