Issues with getting insurance certificate with Total Security Package?

Is anyone having issues with getting an insurance certificate when purchasing a "Total Security Package"?

 

It states on the website it qualifies, but support keeps trying to upsell me to the highest Total Secure package before they will issue the certificate.  I have been using Arlo products since the first Ultra cameras and this seems like a break in in their customer service and a shift to shady upselling tactics.

 

Has anyone else had this issue or resolved it?  I have a ticket open with support, but they are just looping back to buying the higher priced package.
